set locale+unicode to china

OH! I only set the Locale to Taiwan. Alrighty then
I set the Unicode to China and it didnt work. Still getting that error code that I have seen for a million times

when i finished installing it and I saved it to program files and each thing save in that area. Am i supposed to make my own folder for the files. Because I have nowhere to save the english patch.
