ok now, everyone seems to be jumping on conclusions. here is my take on the poorly translations.
It seems they will remove all scouter and all chips as follow:
1 - scouters
depending your scouter you will receave one of the followings
- if you have a superior scouter, they will change it to one that has look for npc with quests by default( no chips needed)
- if you have a excelent scouter, they will change it to one that has look for dragonballs by default
- if you have a rare it will change to one that will have look for people gears by default.
from that there is 2 possibilities:
1 - All scouter L will have by default all of those functions
or we will need diferent scouters to do different things
If either 1 or 2 is true then this imply into - they might sell in the cash shop scouters with different funcions which could be really annoying. I dont know and they don't say how you will acquire scouters now and they don't say what will change or if we will even equip something into those new scouters,
2 - Chips
All chips will desappier and you will get tickets that you can trade for vanity items on a npc ( so i advice selling all your scouter chips before this even happens as those items dont last more then 7 days);

im already ask koreans about this. so, basically. they not remove regular chips (dragonballs, quest, inspect). cause, the new scouters had ability like Sabin said (depend your previous old scouter grade, to exchange with new scouters).
they remove LP,EP,anti crit, reflect, etc chips. to improve your new scouters ability, they will sell new chips from cash shop (maybe). im waiting Karin note. for detail info.
