I'll just take more joke characters in general, so long as the game is balanced and it's actually possible to win with them. I mean, I got good enough at BT3 that I could constantly win against Broli with Appule on Very Hard, but it was still difficult.

Bada-bing! Though I didn't use Arale and was more a fan of Kid Goku/the rest of the original Dragon Ball cast
we don't talk about Android 8 I received a huge rush from toppling mightier enemies with the characters that while having all of the tools and utilities to compete, instead felt like using them left the player at a tremendous disadvantage.

I wouldn't mind a few what-if characters, but a character creator could probably do that too.

I'd have to disagree with you on that one. While fighting games such as Mortal Kombat and Soul Calibur have taken steps to allow the player to immerse themselves further in the universe by crafting personal characters, I'm not too thrilled about dressing in tacky equipment and mirroring the moves of my favorite fighters. And if not mirroring then having a throw-away movelist tossed in at the last second. Soul Calibur 3's default movelist for the amount of weapon classes offered was so horrible that as a player you had no choice but to take the "soul", a term substituted for "movelist" of a member of the original cast. I can't speak for Mortal Kombat, but Soul Calibur's albiet innoative and impressive attempt didn't win any awards with me--especially considering creative didn't think to expand upon the idea and instead offer
just the movelist of established characters/original cast.
All of the available hair and face models were taken from the original cast, so the amount of creativity was heavily stunted stunted. A normal creation session would go something like the following: "I think I'll go with Sophitia's face with Talim's hair only recolored, I'll give this character Kilik's movelist, Seong-Mina's bust and use different clothing models to create a totally original character! I think Ivy's coat with Maxi's pants works perfectly." Mind you it was still fun and I enjoyed the clothing/armor customization a great deal [there really were more than handful of combinations to go through], though, in the end, I felt "create-a-fighter" should have been a feature that offers
brand new movesets instead of rehashing old ones with an updated character model. Though not bad, and while I felt it was a step in the right direction that needs to be thoroughly expanded upon, the experience has completely soiled a desire to see this kind of mode in any [anime-related] 2D fighter. If your wish is to have a customizable fighter with new moves, and an altered appearance then I suggest looking up M.U.G.E.N. Character's ranging from the popular to the obscure are edited to hell and back almost every week.

I wouldn't mind using a character creator to make all of the characters that aren't in the game. I've always wanted to have Shen as a playable character and have his finishing attack be an accidental blow to the crotch.

I'd instead prefer different clothing and accessories to further personalize the Dragon Ball cast. I'm more than a little doubtful creative would go through the motions to implement anything beyond that.
But never say never.
