Requirements for this Gate Keeper?

tried flying up top with a flight scroll but it won't let you... See others using this gate keeper and getting teleported so was wondering what the requirements were as she only pops up a word bubble for me :(

What's your lvl? YOu probably haven't reched lvl 30 and you haven't got your master class. So you can get there after adult and mater class quests.
