can SSJ use other buff without dragon buff ?

nope SSJ is the only usable buff during the SSJ period.

lost my skill point for any buff T T

maybe Kaioken 3x2 or 3x3 good more than.Because kaioken can use any buff.

nop. At least I saw some majins using some buffs before going kid and the buff remained.
