today was my first time ever hunting i send my dragon ball chip to my lvl 8 because i heard it was easier at lower lvl and it work i got 2 dragon balls but now im 2 lvl higher should i move to lvl 8 mobs or should i stay with lvl 5 and 6 mobs

Pretty sure it's a five level difference. So if you're level 8, anything from 3-13 should give them to you.

Always go for moobs who are same lvl as you or few levels higher. Don't kill lvl 3-5 with lvl 8 char, that is wasting of time.
