I will try to explain myself the best way I can. I wondering what are those flashing lights that keep turning around some chars (usually lvl 60 kids). I have seen it tons of times, but I can't figure out what that might be. I would like to get that for myself as well. Does anyone can help me with this, please? :D

That would be dragon aura. You only can obtain it by placing third, second or first in either solo or party budokai (tournament).
