From what I can tell, every time you level up (to levels 2-55) during the event you'll get a gift box. The box you get from leveling seems to give better rewards depending on what level you achieved.
The second box is only for levels 20-55 and you can only get one of these per account. It doesn't seem like you need to level up to get this gift and will be given to you automatically if you're already in the level range. Whatever it does seems to have a 1 hour cooldown
