I suppose I'm either extremely dumb, or I just can't use a single buff or restoration skill on anyone else other than myself.(which...kind of also equals I'm dumb...)

Neither my spiritualist nor martial artists can buff on anyone else.(Such as the EP Recovery skill and the RP accumulaton +18% skill) Am I doing something wrong here, or can I for some reason just not use these spells on others?

They're called self buffs. They only affect you.

Well, if you had the English patch, the buff description would tell you if it is a self buff or single target buff.
