Recently somebody told me some things about DBO HK than i did not know.
He told me than the races in DBO HK is more balanced than TW, i mean in PVP both humans, nameks and majins have the same chance to win because the strength and criticals are balanced for everybody, and this dont happen in TW version.
No. In TW humans/nameks/majins all have the chance to win in pvp you just need to have the correct gear/strategy against the other class you fight.
Last time I checked I'm pretty sure HK and TW have the same balance. Unless someone can correct me if I'm wrong and they changed something in one of the more recent patches.

I don't know who told you humans lose to Dark warriors, because that statement is incorrect on so many levels its not even funny as they are on the bottom of the pvp list and are probably the most underdog class in the game.
Humans can beat SKs I have seen it happen many times. It depends on the player and not the class.
one thing I do know is that hk has more db hunt chances , budokai everyday, and smaller but close knit eng community. as far as balance i wouldnt know compared to tw. but i do see more humans here 2 hitting sks and buus here. and its actually possible for eng to hold down plat here against the chinese
From my understanding of it, HK and TW are the same besides in a few respects. HK is a much better upkept server than TW, being honest. The developers for HK make sure they stay on their toes and deliver superior game play. More DB hunts, More budokai, and more stable servers. Sounds like a much more superior option. However, there is one downside, HK is considerably smaller than TW. TW has a much larger crowd which means a lot more chances to connect and interact with different people. There are also much larger and more active guilds in TW.
If you want a large community I'd say join TW. If a smaller tight knit community, and more active events is what you want, then join HK. You have to remember that Taiwan has over 23 million citizens, while HK I believe only has around 5 million. So of course Hong Kong is going to be a lot smaller than TW.
When i got on TW channels are shown basically Empty and Hk around half full and under half way when its day time in USA mostly everyone is on Human Buff Channel in Kokara and partly on Korin
