they where compensation to the removal of the scouter chips ect if you had certain chips e.g rare or legendary scouters / chips you received a ticket for each one

its not really new , its just there if people still haven't used their tickets from the scouter update like when they changed the upgrade system

Actually those are different from the scouter update. If you had of noticed the CC EV items are compensation for the most recent update.
