Did you make sure you repaired it?
Also, what exactly are you trying to get out of the scouter?
You can't level up the scouters themselves.

To activate the Scouter and it's functions (namely: Equiptment Scan, Quest Scan, Power Level Reader) you have to press the T button on your keyboard. If you open the world map, you will see an option named Quest Scan, which makes you able to scan the surrounding area. If you need to read other peoples power levels, you have to have the scouter activated and left-click your desired target. For item scan, simply have it turned on, then right-click your desired target, and click the Scan option.

Oh, nope. That scouter menu where he puts a small device in in the video (a chip) is the old Scouter system, which is long gone. Now you can't fit anything in it as you don't have that chip menu anymore, but all you need to do is activate / turn on your scouter by pressing the T button. And remember to repair it too!
