To clarify confusion on off topic infractions this is the current rule:

In a joking/casual thread if the thread starts going off topic and the post doesn't go extremely off topic then the post will be allowed.

In a serious thread any off topic post will be deleted and given an infraction.

Any thread without much of a topic to begin with will allow off topic posts as long as it doesn't break other rules.
