If you'd like to stream you need to create an account at livestream.com and give me the name of your account. After I verify you you'll be able to stream using a program called Procaster that you can find on Livestream.com. Using Procaster is pretty straight forward, but if anyone has any questions feel free to ask them.

Well there's only one way to find out......

All depends on you. If you can FRAPS without lagging then you can stream without lagging. The max upload rate for us is 62.5 kilobytes per second, but that can be lowered.
