Firstly, how do you get additional scouter chips? I have two, one for quests and one for dragon balls, but I don't seem to see where you can get additional ones... And what do they all do?
Second, is there a translation of the page that opens up for purchasing the in game currency with the cash shop? I'm interested in getting vehicles for once my temp ones go away, but I can't read any of it. Any help?

When you reach cerain levels, and i believe it's already after lvl 30, you will be able to buy Scouters with additional Chip slots, from the blue robot located in various towns (The market banner above him shows a Scouter icon). The maximum you can get, is one with 4 slots, around lvl 45 or something like that (I have, however heard of one with 8 slots, but that one is really hard to get, and i ain't too sure of how)
There isn't any translation of the actual Cash Shop, unfortuantly. If you are interrested in buying a Vehicle, i would higly suggest you to do it. All of those in the Cash shop, are the fastest in the game, with a speed of 14. The good thing about them, is that they don't dissapear, like the Quest-scooter you have (and you can renew it's 7 days of duration, for 20k zeni though) Hope it helped a little!
