Can you use the dragonballs that you get by lvl 20 to wish for super saiyan once your lvl 40?

no, for ssj wish you need the 2 tier dragon balls that you can find during the db hunt event

Kill mobs which have the db sign. those mobs drop dbs randomly. also they must be within +/- 5 levels of your level.

check this guide out on tips to hunting for dbs.

So as a level 26, what would be a good idea for me to wish for once I summon the dragon? I was under a wrong impression and was saving them till I hit level 40 for ssj abilities lol :(

You can wish for weapons, sub-weapons, armor, and accessories but they won't be usable until level 50.
