I generally use 2 or 3 programs for more complex sprites. I've used just the basic Microsoft Paint, but I've also downloaded Paint.net. It helps a lot with layered images, but borders are difficult to work with. I also use GIMP for other, more complex image edits.
As for playing the Korean version of DBO, here's my advice. Don't talk to Koreans unless they know English, do a lot of quests and make your build ahead of time. Anything else you can find in the site's guide section.

Really? Sprite editing isn't allowed on dA, and that's clearly an edit of a Legendary Super Warriors sprite. Well, if you put it up as a scrap it's allowed, but other than that it isn't. Despite that, it seems to really popular. I've actually done a quick sprite sheet for one of my characters, but since he's a Namekian, he looks extremely similar to Piccolo, making it difficult to tell the difference. -_-

It's no problem. Some people just get worked up over a few comments, and I can understand that. I get quite annoyed at people who hate the fact that FUNimation's using Japanese attack names myself, and given the opportunity, I might have reacted to that in a similar fashion.
However, do try to keep your language clean while you're on this site and try not to react with anger.
And by the way, welcome to the site.
And about your avatar, did you edit that yourself? The character looks, compared to what I've seen, rather Mary Sueish, but the sparks look very nice and detailed.
