R u Goku99999 in the game? Also try this,
Delete dbo, delete its folder, reinstall but do not run the set-up as admin. After the download is done, DO NOT USE ENGLISH PATCH YET. Test DBO to see if it is working, if so then download english patch and put it in dbo_ct_tw folder not localize or Taiwan folders. Then run the language patch as admin then it will patch.
ALSO RUN DBO AS ADMIN EVERY TIME U USE IT.

delete your gameguard folder and try and run dragonball online again. it should work from then on.
