I had heard awhile back that the Taiwan version had a level up item from the cash shop, I was wondering if this was true?

No, it was an Event item. You can still buy the item from the AH though. Not sure of the price.

Actually there are lvl up 30 items in cash shop. Do a search and there.is a thread which Jocer posted asikng about them.

Yes there is an item that levels you up to 30 in the cash shop but its only on the website not the cash shop in game, Do not be so quick to believe what people say about the TW cash shop a lot of people on these forums have no clue how it works.
