the main focus of solar flare was so that opponents couldn't attack and the user would run, the length of time solar flare lasted was 10 seconds and affected hit rate of the affected person, i think each class has enough stuns etc though tien was the creator of the move and it not being a crane skill was rather weird.... it could potentially be a human skill and then a majin skill as majins have the ability to copy abilities easily if you wanted a canon explanation
