Yes, you can delete characters. The Korean version, however, forces you to wait 24 hours until it actually deletes the character. I'm not sure how long the Taiwanese timer is or if there even is one.

Well, I'm perfectly fine with not creating my character on June 13th. I'll just screw with character customization but not gonna touch the "Create" button.

Yeah it said that because its a english patch typo (thats ment for the korean version), for the taiwanese version you just have to type in your password, it worked for me in the betas.
You cannot have characters of the same name on two different servers. If there's a Goku on "Server A" then there cannot be a Goku on "Server B".
At least that's how the servers worked in the Korean version. I haven't tested it on the Taiwanese.
