Hi man! About that quest of the 30 monsters and the green dragon icon, it's called boss event. It appears to be and endless event, so there is no hurry. As for the monsters, you actually don't have to find them. All you have to do is just keep playing the game and kill random mobs. Every now and then, after killing mobs, a female or male majin buu will appear (depending on your level) and those are the monsters you must kill, 30 of this majin boos. Then, to collect the reward you must wait for the green dragon icon to turn gray, that means it is at 100% (if it's green it means the percentage is low, like 38% or so, then it turns yellow, and when it's abouit to reach 100% it turns red). When the icon is gray it means that the BOSS has appeared, generally in the red map. Click on that map and you should see some red dragon icons; those are the locations of the dragon boss. Go to one of this locations (always try to search for the most crowded one, because this boss is IMPOSIBLE for 1 people alone to kill, so usually a LOT of people gather in one spot and fight this boss together. When it's killed, a robot NPC will appear and you can collect your reward! Hope that helped :) If you need more info check out for "boss event" and you'll find everything you need to know about that
