They don't mean those kinds of test servers. They mean the ones in which players can test content that will be added to the game before it's added. Since there's never been a test server announced and no way to find out if one ever will be, the definitive answer here is "no one knows".
Also realize that they don't always have test servers for every notable patch even in the Korean version (which has had them below). In that version, I believe they've only had 1 or 2 of them. The Korean version also serves in some way as a test server for Taiwanese version as it usually gets the new content first.
